Sponsors of proposed business investments need to be able to
justify the cost of that investment through the delivery of
benefits that are aligned to the corporate strategy.
The purpose of a strategic business case, known in the public
sector as a Strategic Outline Case, is to provide a formal document
that provides justification for the investment required to deliver
identified business benefits. It includes an initial analysis of
the status quo and the need for improvements, proposed alternative
solutions, assumptions, constraints and a risk-adjusted
cost-benefit analysis. The document is used to:
- provide clarity on which to assess the concept
- obtain stakeholder commitment
- secure a commitment for funding the detailed development of the
concept
The strategic business case is therefore an important document and
stakeholder management, technical, risk, value management,
planning, funding and commercial knowledge supported by experience
are essential to produce a document that clearly identifies the
benefits and justifies the level of investment. It is also critical
that the justifying business case is robust and achievable,
avoiding the pitfalls of 'optimism bias'.
