Mott MacDonald has been commissioned by a leading central
government agency to provide a range of business consultancy
services to assist them in developing and implementing a new
business plan, and offering advice in the area of programme
management.
Mott MacDonald has just completed the development of the 2005/6
business plan for the Corporate Services Group within a key central
government agency. This process involved an analysis of both the
corporate drivers and the local needs and deliverables of the
department and involved information gathering and strategic
analysis of the business environment. This includes specific topics
such as stakeholder expectations, environmental analysis, strategic
capability and organisational culture. The work also included an
analysis of the organisational structure, in terms of the dynamics
of the Corporate Services Group, the demands placed on it and the
capability of the resources available. The final stage of this
process was the gathering of client feedback, to ensure that the
plan is robust, suitable and easily understood.

Following on from this we have been asked to provide
business consultancy support to assist them in the delivery of the
new business plan. This role involves providing support in the
transition to the new business plan, which will involve a
comprehensive change management programme. Tasks include planning
the launch of the business plan to staff, development of a
programme management capability within the Corporate Services Group
and the development of a plan to facilitate a transformation
project in the non-estates side of Corporate Services.
We are also providing programme management support to assist in the
implementation of a wide range of existing and transformation
projects was highlighted as a key objective in the plan. This work
comprises two phases:
Phase one
An initial scoping exercise to develop a three-month plan for the
implementation of a programme management approach to the delivery
of its estates and transformation projects through 2005/06.
Phase two
A subsequent implementation phase, which will include the following
the development of suitable programme management procedures,
engagement with customers from within ‘the business’ on strategic
issues, development of a proposal for suitable forums for regular
discussions with the business and transfer of skills to client
staff through discussions and involvement with the development of
the procedures.
