Artist impression of Leeds Teaching Hospital Mott MacDonald manages a framework of PFI procurements from Strategic Outline Case to Full Business Case, for all stages in the PFI through to Financial Close, and continuing through Post Financial Close until the first patient day.

This has involved the management of the preparation of the Strategic Outline Case for a £230 million Children's and Maternity facility, and the preparation of the Outline and Full Business Cases for a £220m New Oncology Wing PFI Procurement and the opening of a £12m Wharfedale Community Hospital (commended by the judges of the National PFI Awards).

Mott MacDonald has managed the input of all the advisers (Legal, Financial, Insurance and Technical) required to deliver both the New Oncology Wing and the Wharfedale Community Hospital via the UK Government's Private Finance Initiative. This has involved the development of appropriate Public Sector Comparators, obtaining stakeholder approval, development of PITN and FITN documentation, evaluation of bidder proposals and detailed negotiations at Preferred Bidder stage with the SPV. In addition, we have supported the Trust with external reviews by NHS Estates, CABE, The Prince’s Trust through the Design Review Panel Process, The Local Planning Authority and Health Scrutiny Board and OGC Gateway Review Team.

The New Oncology Wing is considered to be at the leading edge of procurement particularly given the high a level of Medical Equipment procured by the PFI process including provision of 12 Linear Accelerators bunkers, Simulators, CT Simulators and MRIs. This has involved ground breaking considerations of Vender Independence, Technology Refresh, use of in-house Medical Physics and Engineering, performance criteria, distinctive Service Level Specifications and Payment Mechanism documentation and unique, termination provisions. These considerations have pushed the boundaries of PFI procurement and will provide up to date medical equipment for the term of the equipment element.

Mott MacDonald is also responsible for the delivery of a £25m Capital Procurement Programme which uses traditional procurement methods. This typically involves an ongoing portfolio of 40 schemes at different stages of procurement, involving the provision of new Urology facilities, Trust wide Catering Facilities, a variety of Backlog Maintenance projects and more recently key involvement in the delivery of the reconfiguration of Acute Services including the provision of facilities for Trauma and Orthopaedic services that will require up to nine service changes.

As part of this service, Mott MacDonald is responsible for the day to day management of the Trust’s Technical Advisor Framework which includes a number of disciplines, namely Architecture, Civil and Structural, Mechanical, Electrical and Building Services, Cost Management (Quantity Surveying) and Planning Supervisor. Part of the role we maintain the Trust’s CIS Database, receive and process invoices and valuations and maintain KPI reports on all advisors.

To deliver all this work Mott MacDonald has co-located with Trust personnel at the Trust’s site in Leeds. We have worked with the Trust and develop a variety of new techniques and systems to facilitate effective supply chain management to reduce project costs and timetables.
